Enclosed in my dispatch No 116 of this date, he stated that, according to the American consul Mr. John Piteman was the bearer of letters from Mr Hennessy to the Grand Secretary Li Hung Chang.
If this be true, and it is possibly untrue, the course of proceeding adopted on that occasion may prove embarrassing in the present instance.
